Is either PkPG2116+ or the PG2050 data generator able to output any voltage?

No! The PkPG2116+ is only able to output 8-levels voltage, 5V, 3.3V, 3V, 2.8V, 2.5V, 2.1V, 1.8V, 1.5V; the PG2050 is able to output 255-levels voltage between 1.5V to 5.5V.
